Virg Narbutas has been Regional CEO for Prime Healthcare Management's Orange County hospitals since October 2006. He is responsible for the management of four separately licensed general acute-care hospitals: 167-bed Garden Grove Hospital and Medical Center; 141-bed La Palma Intercommunity Hospital; 131-bed Huntington Beach Hospital; and 219-bed West Anaheim Medical Center.
Previously, Vanguard Health Systems owned West Anaheim Medical Center, where Virg had been CEO since February 2006. From 1994-2006 he worked for Kindred Healthcare/Vencor as CEO/Executive Director. He was responsible for the management of Kindred Hospital Westminster, Kindred Hospital Brea and Vencor Hospital Ontario. From 1984 to 1994, he worked for National Medical Enterprises, including as COO of Lakewood Regional Medical Center, from 1990-1994.
Virg is a member of the American College of Healthcare Executives. He currently serves as a member of the Hospital Council of Southern California Executive Board. In addition, he has also served as Past President, Board of Trustees, United Hospital Association; past member, Board of Trustees, the Hospital Council of Southern California; and past member, Board of Trustees, California Hospital Association. He earned his BA degree in Biology, in 1979, and his Master of Public Health in Health Services Management, in 1985, both from UCLA.
Alan Smith, Regional CFO, Orange County
Alan Smith has been regional CFO for Prime Healthcare Services' Orange County hospitals since October 2006. Previously Vanguard Health Systems owned West Anaheim Medical Center where he served as CFO since September 2005. Alan has had a wide range of financial/healthcare experience including as Chief Financial Officer for Corona Regional Medical Center in Corona, CA; Senior Financial Manager at Cambio Health Solutions in Brentwood, TN; COO/CFO/Senior Vice President for Finance at RJR/Patrick County Memorial Hospital in Stuard, VA; CFO/Senior Vice President for Finance at Piedmont Healthcare Systems in Rock Hill, SC; Business Manager at Community Psychiatric Centers-Cedar Spring Hospital in Charlotte NC and Assistant Business Office Manager at Piedmont Healthcare System in Rock Hill, SC.
Alan earned his Bachelor of Science in Business Administration from Winthrop University, Rock Hill, SC, in May 1984 and his Masters in Health Administration from Seton Hall University, Newark, NJ in May 2001.
Alan is a member of the Healthcare Financial Management Association. He serves as chairperson of the Hospital Association of Southern California's Medical Services for the Indigent Committee. He is also active in his community serving as Committee Chairman and Troop Chaplain for the Boy Scouts of America, Troop 127, Corona CA and as a member of the Board of Directors for the Foundation for Community and Family Health in Corona, CA.
Ginger Edward, CNO/Administrator
Ginger Edward began her tenure at West Anaheim Medical Center in July 1974 as a Staff Nurse/Team Leader on the Medical Surgical Unit. Through the years she has held many positions, including as Charge Nurse and Head Nurse in the Definitive Observation Unit; Nurse Manager of the Progressive Care Unit; Interim Manager of the ICU; Manager of ER/Progressive Care Unit; Neurotrauma Coordinator; Assistant Director of Nursing; Chief Nursing Officer/Chief Operating Officer and currently as the Chief Nursing Officer/Administrator.
During the hospital's ownership by Vanguard, Ginger was recognized as the CNO/COO of the year. She also held two interim assignments during Vanguard's ownership: one in 2004 as a Systems Evaluator for West Valley Hospital in Phoenix, Arizona where she assisted with the implementation of systems and corrective action plans following CMS Survey and one in 2001 as the Transition COO/CNO for Phoenix Memorial Hospital in Phoenix, Arizona where she assisted in implementing standard operations and management processes for the newly acquired hospital.
Ginger is an RN, MBA, Certified Nurse Administrator and Public Health Nurse. She is a member of OCNEC - Orange County Nurse Executive Council as a past Officer on the Executive Board; ACNL - Association of California Nurse Leaders and Orange County Nurse Executive Council
Hassan Alkhouli, MD, Regional Medical Director, Orange County
Hassan Alkhouli, M.D. joined the Medical Staff of West Anaheim Medical Center in August 2005 and was appointed as the Medical Director in October 2006 when Prime Healthcare Services purchased the hospital. As Medical Director he monitors all clinical operations and acts as a liaison between the clinical staff and management. He is a private practice physician with Board Certification in Internal Medicine, Pulmonary Medicine, Critical Care Medicine and Emergency Medicine. He received his medical degree from the University of Damascus, School of Medicine and completed his post graduate training at Massachusetts General Hospital, Boston MA; Mercy Hospital and Medical Center, Chicago IL; and King/Drew Medical Center, Los Angeles, CA. He is an Assistant Clinical Professor in the Department of Medicine at the University of California, Irvine and he is a Fellow of the American College of Chest Physicians.
Fariborz Shams, DO, Chief of Staff-PI
Fariborz Shams, D.O. joined the Medical Staff of West Anaheim Medical Center in 1995 and has served as the Chief of Staff since 2006. During his years at West Anaheim Medical Center, he has been an active participant in the Medical Staff, serving as chairman of the Department of Medicine, Utilization Review, and Pharmacy and Therapeutics; serving as Treasurer/Secretary and serving as the Medical Director of the Behavioral Health Unit. He is a private practice physician with Board Certification by the American Osteopathic Board of Internal Medicine. He received his Doctor of Osteopathy from the University of Health Sciences College of Osteopathic Medicine in May 1991. He did his internship at Detroit Osteopathic Hospital and Bi-County Community Hospital and his Residency at Detroit River View Hospital and Bi-County Community Hospital where he received Resident of the Year in June 1994. He is a Fellow of the American College of Internists.
